The FSA has published a further Consultative paper and comments are invited by 25th Feb 2011.

- All arrangers and advisers will become a Controlled Function - CF31
- All arrangers will need to achieve level 3 qualification within 30 months
- further papers expected on commercial loans; BTL, 2nd Charge loans.
- Whole of Market becomes Independent as a label
- if not Independent then you are "Restricted"
- Changes to when Key Facts information provided
